The Public Health Laboratory-Ivo de Carneri is located in Wawi, Chake-Chake, Island of Pemba. The main building is 800 sq. meters and is divided into numerous sections:

A large conference room which holds 50 people and is equipped with training materials (projector, whiteboard, computers, library).
A second building of 300 sq. meters was inaugurated in 2005 and includes: administrative and data-management offices, a warehouse, and a cafeteria. The building was dedicated to the memory of Carlo Urbani.
Attrezzatura
Oltre a un’ attrezzatura di tipo standard, i laboratori sono provvisti di:
due frigoriferi a –80°C, tre frigoriferi a –20°C, due lettori ELISA, due cappe sterili (classe Biohazard II), una cappa classe I, due incubatrici di Co2, distillatori d’acqua e autoclavi.
Dal 2008 la tecnologia PCR e un calcolatore CD4 sono altresì disponibili.
Equipment
The laboratories have full standard equipment and supplies. In addition the PHL-IdC has: two freezers –80°C, three freezers –20°C, two ELISA readers, two sterile hoods (class Biohazard II), one class I hood, one CO2 incubator, water distillers and autoclaves. PCR technology and a CD4 Counter are available since 2008.
Elettricità e fornitura d’acqua
L’elettricità viene fornita dalla linea principale. Un generatore di riserva da 110 KVA garantisce la sua continua fornitura.
L’acqua è fornita dalla tubatura principale e da un sistema a pressione idrica consistente in una riserva di 6 taniche da 5000 litri l’una e 5 pompe che, in caso di emergenza, ricavano l’acqua da un pozzo collegato.
Electricity and Water supplies
Electricity is supplied from the mains line. A back-up generator of 100 KVA guarantees continuity. The water supply also comes from a mains pipe as well as from a water pressure system consisting of a reservoir of six 5000-L tanks and five pumps to draw water from a connected well in emergencies.
Strutture per la ricerca sul campo
Per implementare alcuni progetti, nei Distretti sono stati predisposti uffici e strutture per la ricerca sul campo in collaborazione con le autorità sanitarie locali.
Fieldwork facilities
For some projects, office centers and fieldwork facilities have been set up in the Districts, in collaboration with the local health authorities.
La sostenibilità della struttura
- Il 90% del personale proviene dal Ministero della sanità di Zanzibar ed è retribuito dal Ministero della sanità.
- Circa il 10-15% del budget per gli studi di ricerca viene destinato alle spese ordinarie e di mantenimento.
- Una volta conclusi gli studi, il materiale e le attrezzature acquistate per specifici progetti di ricerca sono lasciate al PHL-IdC.
- La Fondazione Ivo de Carneri Onlus agevola il sostegno da parte di enti donatori (Ministero italiano degli affari esteri, Organizzazioni Internazionali) a favore del Ministero della sanità locale per il controllo e la sorveglianza delle malattie endemiche.
Sustainability
- 90% of the personnel comes from the Zanzibar Ministry of Health (MoH) which covers their basic salaries.
- Around 10-15% of the research budget is used for maintenance and ordinary expenses (F&A).
- Material and equipment bought for specific research projects is left in the PHL-IdC after conclusion of the studies.
- The Ivo de Carneri Foundation facilitates support from donor agencies (Italian Ministry of Foreign Affairs, European Union, international organizations) to the local MoH for control and surveillance of endemic diseases.
