The Public Health Laboratory Ivo de Carneri (PHL-IdC) (Public Health Laboratory Ivo de Carneri, PHL-IdC) is an integral part of the local health care system in Zanzibar. It is also a reference centre for the monitoring and evaluation of national endemic disease-control programs and the implementation of related operational research and studies. It is the result of the Agreement signed between the Ivo de Carneri Foundation and the Ministry of Health and Social welfare (MoHSW) in 1997.

In 2005 the PHL-IdC became a “WHO Collaborating Centre for control of schistosomiasis and intestinal parasitic infections”.

In 2010 it was recognised as National TB Reference Laboratory for the Zanzibar Archipelago.
The PHL-IdC works closely with national institutions and organizations such as the Zanzibar Health Research Council, the College of Health Sciences, the Research Centre in Ifakara, the National Institute of Medical Research (NIMR) and the Muhimbili University on Tanzania mainland. The PHL-IdC also collaborates with international organizations such as the World Health Organization, the Johns Hopkins School of Public Health (USA), Imperial CollegeLondon School of Hygiene and Tropical Medicine (UK), and the universities of Ancona, Brescia, Milano, Napoli, Roma, and Siena.
